The event has been organized for face to face interaction with Dr. Kiran Bedi (Core committee member) & Chandigarh Team Anna of the people, who have been a big support and backbone of India Against Corruption Movement (Anna Movement). ·         Dr. Kiran Bedi will do an exclusive group photograph at the end of the movement with all the participants, so please do not disturb the event for personal photograph.

·         Police Security arrangement has been done for peaceful event.

Dear Friends in Media/Press

Via some newspaper today, it has come into knowledge that Mrs. Rajinder Kaur Rattu, M.C. Ward No. 24 has conducted a 2 days public Interaction program in her ward. We welcome this initiate of her and will appreciate if she could do this on regular intervals in her ward.

But, we also don’t want it to be a one time eye wash to cover the issue. The step which has been taken by Mrs. Rajinder Kaur Rattu, is after the complaint made by residents of vikas nagar & team anna members in Police against her for not performing her duties. With this step, question doesn’t arise to withdraw the complaint from police. We want her to prove her capabilities. Capabilities of being an accountable & hard working people’s representative. We will only consider her as accountable and hardworking leader of people if she would be performing actions on regular basis and providing following information:

1.     What are the immediate priority issues of Ward No.:24 for her?

2.     In how much time she will get them resolved?

3.     She should provide status update on those issues every 15 days to the people of her ward.

4.     She should conduct Public meetings every 15 days in her ward.

Team Anna and people of Vikas Nagar will monitor her work for atleast 2 months. If she will perform her duties with accountability and well in time, then definitely it will be a matter of pride for people and Mrs. Rajinder Kaur Rattu herself. Our purpose is to correct the system, no matter who is managing the system.

The people of india are getting aware of their rights now and if these so called representatives of people wont perform their duties now, then people will now start raising their voices.

Minutes of Meeting of Chandigarh Anna Core Team with Mr. Pradeep Srivastava, I.G., Chandigarh on 10th Feb 2012 at 11:30am

Dear Friends

Chandigarh Anna Core team members along with Rahul Bhartiya met Mr. Pardeep Srivastava, I.G. Chandigarh at 11:30am today in Police Head Quarters, Sec-9, Chandigarh. In meeting with Mr. Pradeep Srivastava, I.G. Chandigarh, following points were discussed and agreed on:

·         Mr. Pradeep Srivastava highly appreciated the step of Anna Team for stepping forward and voluntarily providing their services as a support to people and administration.

·         Project “AATM SAMMAAN” would be started by us where police department will forward the data of complaints to us (received on 100 and 1073).

·         As per the data received, under Project “AATM SAMMAAN” we would be coordinating for the complaints with concerned departments registered by the complainant on 100 or 1073.

·         We will also cross check with the complainant after some time if the issue has been resolved or not well in time.

·         We would be doing weekly/ biweekly awareness programs in different part of Chandigarh city, where we would be awaring people about the service been offered by administration and police department , so that people may use those service to get the issues resolved or problems rectified well in time.

Mr. Pardeep Srivastava listened to us very carefully and referred us to Mr. Naunihal Singh, SSP Chandigarh (as he would be the incharge for this project). Mr. Pradeep Srivastav assured that he will brief Mr. Naunihal Singh about the whole meeting and thereafter we can contact him for further corrdination and action. In the afternoon, Mr. Rahul Bhartiya had a correspondence with Mr, Naunihal Singh and Mr. Naunihal Singh has invited us to have a meet with him on Monday 13^th February 2012 at 11am in Sec-9 Police Headquarters.

Till now the talks have been found promising and we believe that this association can surely help us to create the balance between people and administration for fruitful and productive results.

Rule/Section 49-O of the THE CONDUCT OF ELECTIONS RULES, 1961

A person who does not wish to vote to any candidate can use Form 17A (applicable in centre) and write that he/she doesn’t want to exercise his/her vote. In centre the name of form is 17A but in states the name of this form may be different.

For Example: In Chandigarh & Punjab, the Punjab elections rules are been followed and here the name of Form is 11A. The name varies from state to state.

What is FORM 17A/11A? or how to overcome from this confusion?

The Voter register which is used by Presiding Officers/ Duty Officers while cross checking the Voter Card with Voter’s name is termed as Form 17A/11A.

Can Form 17A/11A termed as another form of “Right to Reject”?

Yes, it is a part of “Right to Reject” but it is not full “Right to Reject” as there are no consequences/actions/rules made, if “Right to Reject” votes are exercised more than the votes got by a winning candidate in an election.

But, atleast we have the provision to declare by exercising our votes that we do not wish to vote because we don’t like any candidates.

How to use “Right to Reject” Vote or Form 17A/11A?

· Enter in polling booth with your voter card.

· Presiding Officer/ Duty officer will cross check your name in the VOTER REGISTER (Form 17A/11A).

· If your name exist in that VOTER REGISTER (Form 17A/11A), the presiding Officer/ Duty officer will ask you to sign infront of your name.

· As and when you sign in the register, the presiding Officer/ Duty officer will make a mark on your right hand finger.

· There is a REMARKS BOX in the same row of your name in VOTER REGISTER (Form 17A/11A).

· Write that “ I don’t wish to vote any candidate because I don’t like any candidate”

· After writing in REMARKS BOX, do your signature again after your remarks. (Remember: Signatures are necessary otherwise your vote will not be counted).

· Come out of the Polling Booth

Warning:

· Don’t use EVM/Voting Machine at all because there is no provision/button available for exercising “Right to Reject” currently in it.

· You have to use it in Voter Register only.

What to do in current elections?

1. Use your vote and exercise it because to come in power or to form the government, these corrupt politicians use fraud votes. We people think that we have not exercised our votes, but our votes are been used. So, go to polling booth and exercise your vote.

2. If you do not wish to vote anybody then use “Right to Reject” vote and declare that you wish to vote but you don’t like any candidate.

What will happen by exercising our votes and by using “Right to Reject” vote?

· More and more usage of “Right to Reject” votes will raise the demand of “INCLUSION OF BUTTON” in the voting machine before 2014 elections.

· A major chunk of people, who does not vote, is of those people who seek accountability from politicians and understand the meaning of accountability. Because there is no option available for people who seek accountability, so they don’t go to exercise their votes. This is the only reason that these corrupt politicians are not afraid of doing corruption and don’t care about them. By using FORM 17A/11A or Right to Reject vote in these elections we can initiate this demand.

We are the change we wish to see. Lets start this revolutionary demand for our own benefit and development, prosperity of our country.

Killing of People's Right by Election Commission in Chandigarh Municipal Corporation Elections

Dear Media/Press

After 3 months of efforts by Chandigarh Anna Team, finally when today thousands of people came out of their houses to cast FORM-11A vote, most of them were not allowed to cast their votes. It was very shocking that even after confirmation from Election Commission and Mr. Anil Kamboj, all the Presiding Officers in all Polling Booths were not aware about Form11-A. Confirmation via Telecon from all RETURNING OFFICERS was also taken and everybody confirmed that they are aware about FORM-11A.

Mr. Anil Kamboj confirmed that the information about FORM-11A has been included in the TRAINING PROGRAM and all the Polling Booth incharges will be trained accordingly. But the trust of people has been betrayed by Election Commission staff. This is the death of democracy today. The rules of Election Commission sound effective and strict but ground reality is that they are not been implemented effectively at all. Team Anna believe that this has been intentionally by some people so that voice of “RIGHT TO REJECT” could be dumped but now this voice will raise with more aggression.

Rahul Bhartiya received more than 100 calls since morning when people complained that the Presiding Officers are not allowing them to cast their vote of FORM-11A. Team Anna had to move on to all the polling booths after the complaint and talk to polling booth incharges and aware them about FORM-11A with the Voting manuals available with them. Still, polling booth incharges were not ready to admit their faults. Team Anna had to visit Vikas Nagar, Maulijagran, Sec-32, 33, 11, 37, 47, 45, 7, Industrial Area and various other polling booths on the complaint by people.

In Vikas Nagar, one of the Polling Booth Incharge admitted that she knows about FORM-11A but still she didn’t allow one of the people to cast his vote. When Team Anna went there and asked about the reason from the officer that why she didn’t allow the voter to cast the vote, then she started talking about here and there. Team Anna then called Mrs. Jaswinder Kaur, Returning Officer. When she came, She also didn’t listen to the issue and avoided the whole issue. The campaign of usage of FORM-11A has been started by Chandigarh Team in all across India and the response of people was huge but election commission destroyed whole spirits of people. The huge response of people shows that they want “BUTTON OF RIGHT TO REJECT” in voting machine. The campaign of demand of “RIGHT TO REJECT” button in Voting Machine has been started and now TEAM ANNA won’t stop and will continue with this campaign in Mumbai BMC Elections and other coming elections. We had circulated more than 1.5 lakh handbills all across Chandigarh and Chandigarh Team was expecting good numbers of Voting for FORM-11A but Elections Commission itself has suppressed the voice of people by not allowing them cast their vote of 11A. Team Anna is satisfied that atleast people have got awared from our programs and will raise their voice more aggressively from next time.
